Industrial Registry Communiqué (SGM 2026/4): Key Amendments and Compliance Requirements

With the Industrial Registry Communiqué (SGM 2026/4) published in the Official Gazette dated April 1, 2026, significant amendments have been introduced regarding the processes of application, registration, modification, validity, cancellation, and the annual operating statement related to the industrial registry.

The key points introduced under the new regulation are as follows:

1. Validity System Redefined

The previous "visa" (endorsement) system has been abolished, and the validity of the industrial registry certificate is now linked to the submission of the annual operating statement. Accordingly, failure to fulfill this obligation may result in the loss of the certificate’s validity.

2. Annual Operating Statement Obligation Strengthened

It has been made mandatory for enterprises to submit the annual operating statement regularly each year. This obligation is of critical importance for maintaining the validity of the certificate.

3. All Processes Transitioned to Electronic Environment

All procedures related to the industrial registry, including applications and amendments, will be carried out electronically through the Industrial Registry Information System (IRIS/SSBS).

4. Clarification on Multiple Production Sites and Activities at the Same Address

If an enterprise has more than one production site, a separate application must be submitted for each site. In cases where multiple enterprises operate at the same address, requirements such as physical separation, independent capacity, and personnel must be met.

5. Update of Amendment and Registration Processes

In cases of changes in trade name, address, or scope of activity, the existing certificate will be maintained. However, in cases such as transfer, merger, division, or change of legal form, a new certificate must be issued.

6. Transitional Provisions Introduced

Transitional provisions have been established for certificates issued prior to the entry into force of the new Communiqué, and the validity of existing certificates has been made subject to certain conditions.

The Communiqué will enter into force on April 15, 2026.
