Issuance of the No Outstanding Social Security Debt Certificate for Restructured and Deferred SSI Debts

With the announcement published by the Social Security Institution, General Directorate of Insurance Premiums, on September 28, 2026, an update has been made to the e-No Debt System and the EKAP debt inquiry web service used by the Public Procurement Authority.

Under the update, provided that the debt inquiry date and the date on which the inquiry is based are the same day, certain employers with overdue debts to SSI may also be issued an e-No Debt Certificate, subject to specific conditions.

Accordingly, employers:

  • Whose debts have been restructured under special laws,
  • Whose debts have been deferred under Article 48 of Law No. 6183, and
  • Who regularly fulfill their payment obligations under the restructuring or deferral arrangement,

may obtain an e-No Debt Certificate, provided that the applicable debt limits currently in force are also taken into consideration.

For e-No Debt Certificates issued in relation to government aid, incentives, and support payments, the gross minimum wage amount will be taken as the applicable threshold.

For e-No Debt Certificates issued for participation in public tenders, a debt limit of TRY 5,000.00 will apply.

The software updates relating to this regulation have been completed by the Institution, and the system was made available for use as of the close of business on September 17, 2026.
