Amendments Applied to The Missing Day Causes

Within the scope of the SSI Circular dated 12.11.2019 and numbered 17519684, the causes of missing days were redetermined for the insured persons (employees) whose document type or law type were different.

For the insured employees who are Turkish citizens and also foreign nationals, where the notification for the same insured must be made through more than one type of document or type of law (R&D Incentive No. 5746, insured employees working in underground and aboveground work fields, insured employees working under the actual service at health service providers etc.), an additional cause of missing day has been defined to the causes of missing days within the scope with the code "25- Other Documents / Day Completion Through Type of Law".

The possibility of checking the missing days for certain types of documents applicable to the foreign employees have been removed from the relevant system.

In the Circular dated 18.03.2019 and numbered 4331865 issued by the SSI; based on the Article 107 of the Social Security and General Health Insurance Law No. 5510, some articles were amended and put into practice accordingly.

However, both in cases where the notification must be made through more than one type of document or type of law and the notifications of foreign students, some problems have been faced over time.

With the new regulation made within this scope;

  • The missing day checks have been removed, limited to the document types 7, 22, 42, 43, 49 and 50 for the foreign national students who work part-time in universities or who are subject to internship in their schools.
  • For the Turkish citizens and foreigners who are acknowledged as insured employees where the notification for the same insured must be made through more than one type of document or type of law (R&D Incentive No. 5746, insured employees working in underground and aboveground fields, etc.), an additional cause of missing day has been defined to the causes of missing days within the scope with the code "25- Other Documents / Day Completion Through Type of Law".
  • For the foreign employees for whom only General Health Insurance Premium or Short-Term Premium Insurance Premium is paid excluding Disability Old Age and Death Insurance Premium paid, the relevant missing day check has been removed limited to the type of documents numbered 19 and 46.
  • The necessary controls have been added to the e-Declaration programs in order to select the code "21-Other Unpaid Leave" regarding the missing days of the foreign employees, who go abroad for a temporary basis.
